An Agence France Presse report in February 2000 headlined "Sudan Heading for Improved Ties with Neighbours" perhaps summed up the new position Sudan found herself in early 2000. It is a matter of history that during the past ten years or so, Sudan has had difficult relations with some of its neighbours.
